\title{evaluating the effects of sanction on Iranian banks with the use of dynamic network Data envelopment analysis}
\section{Introduction}
The banking system plays an important role in the modern economic world. Banks collect the savings of the individuals and lend them out to business- people and manufacturers. Nowadays a turbulent economic environment stimulates researchers to measure efficiency and performance change in banks. These financial institutions are mostly affected by recessions and economic downturns that might cause inefficiency \cite{ref 1}.In developing countries, these ups and downs can be caused by sanctions as a soft political tool imposed by the developed countries. Many great powers in the world, such as the US or Russia appear disinclined to use extensive military force to resolve disputes. Instead they often adopt more liberal alternatives, like the application of economic sanctions\cite{ref 2}.
