Currently, the bidi package offers \if@RTL and \if@nonlatin booleans for checking direction and language. These two booleans are internal so there should be some user interface to these as well
\ifRtoL{<true>}{<false>} should expand to <true> if we are in the right to left mode and to <false> if we are in the left to right mode.
\ifLtoR{<true>}{<false>} (reverse of \ifRtoL)
\iflatin{<true>}{<false>} should expand to <true> if we are in the latin mode and to <false> if we are in the non-latin mode.
\ifnonlatin{<true>}{<false>} (reverse of \iflatin)
